PHASE I – EXPRESSION OF INTEREST
During PHASE I, needs or practical situations were identified for improving public services in the Canary Islands. For these needs and practical situations, no standardised solutions currently exist on the market, and all of them can be resolved through technological innovation. This phase came to a close on 26 February 2018.

In order to identify areas of collaboration, for the expression of interest segment, participants should be able to demonstrate their interest and work together on defining the practical situations and on developing the corresponding innovative solutions.

PHASE II – PRIOR MARKET CONSULTATIONS
During Phase II, the most relevant or, where appropriate, high-priority, proposals or practical situations will be used to launch market consultation (consultations and studies of economic operators) to solidify the scope and properly plan and conduct, as appropriate, the corresponding procurement (pursuant to Article 115 of Act 9/2017, of 8 November, on Public Sector Contracts, by which European Parliament and Council Directives 2014/23/UE and 2014/24/UE, of 26 February 2014, are transposed to the Spanish legal system).
On 13 June 2018, the Initial Market Consultation Seminar was held.
PHASE III – PROCUREMENT
Once Phase II—Prior Market Consultations—has concluded, we will move to Phase III, which handles the procurement of the corresponding contracts, first and foremost through the Innovation Association’s procedure, as established in Articles 177 to 182 of the new Act 9/2017, of 8 November, on Public Sector Contracts, by which European Parliament and Council Directives 2014/23/UE and 2014/24/UE, of 26 February 2014, are transposed to the Spanish legal system or, alternatively, by any other procedure established in this regulation.
